Standard district rate
All cities in the Weber Basin Water Conservancy District qualify for at least this rate when lawn is replaced with low-water landscape materials including plants.
Includes Layton, Ogden, North Ogden, Plain City, and unincorporated Davis County.

Water-efficient ordinance cities
Cities that have adopted qualifying water-efficient landscape ordinances receive double the incentive - including Roy, Syracuse, Kaysville, Clearfield, and Farmington.
Also includes unincorporated Weber County (except Ogden Valley).
APC is a landscaping contractor, not the program administrator. Incentive amounts and eligibility are set by Weber Basin - always confirm on the official site before applying.
Program Overview
The Landscape Lawn Exchange is Weber Basin's program to incentivize removing grass and installing attractive, low-water alternatives. This is not a sod rebate - it pays for converting existing living lawn to xeriscape, rock, mulch, and drought-tolerant plants.
APC Curb & Gutter, LLC serves homeowners across Northern Utah who want professional help meeting program requirements: lawn removal, grading, plant installation, drip irrigation, and hardscape work - all coordinated after your application is approved.
Eligibility
The area must currently be living, well-maintained lawn at the time of your pre-conversion site visit. Grass that is already dead or removed is not eligible.
Projects must cover at least 250 square feet of lawn removal. Park strips may have different minimums - confirm in the official program rules.
Replace lawn with low-water landscape materials, including plants. Typical requirements include at least 35% ornamental plant material and drip irrigation in converted areas.
You must apply through MyWater Utah, receive approval, and complete any required site visit and agreement before removing lawn or beginning work.
How the Program Works
Submit your application at MyWater Utah before any work begins. Weber Basin staff review applications and schedule a pre-conversion site visit.
Work with APC on lawn removal, grading, plant layout, rock or mulch, and drip irrigation - designed to meet program requirements.
After installation meets program standards and final verification, participants receive the per-square-foot incentive based on their city rate.
